Apropos the subject cited supra, I am directed to convey the approval of the Competent Authority for the adoption of Non-Common University Entrance Test (CUET) (10+2 merit-based) admission system for admission to Four-Year Undergraduate Programme (FYUGP) in Government Degree Colleges of the Union Territory of Jammu & Kashmir for the current Academic Session, with a view to facilitating timely completion of admissions, ensuring uninterrupted academic progression of eligible students, preventing loss of academic time and addressing the declining enrollment trend in the peripheral Government Degree Colleges.
You are, accordingly, requested to finalize, a comprehensive Standard Operating Procedure (SOP) governing the admission process, at an earliest, which shall, inter alia, clearly prescribe the admission methodology, eligibility conditions, merit determination criteria, timelines, seat allocation procedure, transparency safeguards, grievance redressal mechanism and such other procedural provisions as may be required to ensure a transparent, merit-based and academically robust admission process across all the Government Degree Colleges of Union Territory of Jammu & Kashmir.
Furthermore, while the Non-CUET mode shall remain operative for the current academic session, the necessary preparatory measures may simultaneously be initiated for the gradual and phased integration of Common University Entrance Test (CUET) in future academic sessions, subject to institutional readiness, operational feasibility, student accessibility and overall enrollment trends.
