Skill Development Training Programmes for Youth Empowerment and Employment

Please refer to the attached letter No.: E-5572/32-G.S./2025 dated 13 August, 2026, from the Officer on Special Duty (Additional Chief Secretary level), Governor's Secretariat, Uttar Pradesh, Lucknow, regarding the operation of skill development training programs in universities/colleges/institutions with the objective of making youth self-reliant and employable.

In this regard, you are expected to ensure compliance with the guidelines issued by the Officer on Special Duty (Additional Chief Secretary level), Governor's Secretariat, Uttar Pradesh, Lucknow, in your respective colleges/institutions/campuses.

Please be informed that, as per the directions of the Honorable Governor/Chancellor, a skill development training program is to be conducted in all state universities/institutions with the objective of making youth self-reliant and employable.

In this regard, the Honorable Chancellor has directed all state universities/institutions to utilize their vacant academic buildings and available resources to impart skill training to at least 500 such youth who have dropped out of school/college for any reason, but wish to learn a skill and engage in employment or self-employment.

Under this scheme, it is mandatory for every state university/institution to provide quality training in various employment-oriented disciplines to a total of 500 participants (women and men) every year.

In this regard, I have been directed to request you to prepare an immediate framework for the said skill development training program in your university/institution in accordance with the guidelines and standards provided in Paragraph 2 by the Honorable Governor/Chancellor, and initiate it at the earliest so that maximum youth can benefit from it.
