Maa Shakumbhari University, Saharanpur hereby commences the process of admission to Ph.D. program in Full-Time/Regular mode in various disciplines (See Annex-II) running in the departments of Affiliated Colleges as per Ph.D. Ordinance 2022 of Paternal University CCS University, Meerut, UGC Guidelines and MS University, Saharanpur research policy.

All the interested candidates willing to take admission in the relevant Ph.D. program are advised to apply online. The online application form of MSU Ph.D. Admission for Session 2025-26 and required details are available on university website https://www.msuniversity.ac.in.

The candidates are required to bring following documents in original at the time of admission.

  • Regular and confirmed service teaching experience certificate (if applicable)
  • Publication details, if applicable
  • Valid OBC - NCL certificate and EWS Certificate (issued by competent authority)
  • Any other relevant documents
Eligibility Criteria
  • 1-year/2-semester master's degree Programme after a 4-year/8-semester Bachelor's degree Programme as per NEP-2020 guidelines or a 2-year/4-semester master's degree Programme after a 3-year Bachelor's degree Programme or qualifications declared equivalent to the master's degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of the educational institution.
  • A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time. Provided that a candidate seeking admission after a 4-year/8-semester Bachelor's degree Programme should have a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non- creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.
  • Candidates who have completed the M.Phil. Programme with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed or equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of educational institutions, shall be eligible for admission to the Ph.D. Programme. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Commission from time to time.
  • Apart from the above-mentioned point 1, 2 & 3, a candidate shall be eligible for Ph.D. program at least one category of the followings
    Category A: Who have qualified National fellowship/Scholarship equivalent to JRF for Ph.D.
    Category B: UGC-NET/UGC-CSIR NET/SLET-UP
    Category C: Qualify for Ph.D. category through UGC-NTA exam
    Category D: GATE with 95 and above percentile
    Category E: M.Phil. through entrance exam under the UGC guideline
  • It is the sole responsibility of the applicant to go through the admission guidelines and check his/her eligibility at the time of application. The eligibility will be verified by the university at the time of interview.
  • It is mandatory to successfully complete Pre-PhD course work for all the candidates.
On-Line Application Procedure
Candidate may fill online application form for Ph.D. admission process of Maa Shakumbhari University, Saharanpur through the university website https://www.msuniversity.ac.in. During online application form filling process, the candidate has to upload scanned copies of passport size photograph and signature in JPEG format (50 KB).
Registration Fee for On-Line Application
Registration fee for the online application to MSU Ph.D. admission 2025-26 is as mentioned below in the Table.

The fee deposition is digital/ online and Bank transaction charges will be applicable as permissible by the bank. Registration fee for Online Application to Ph.D. admission 2025-26 of Maa Shakumbhari University, Saharanpur can be submitted online through Net-Banking/UPI or Debit/CreditCard of any nationalized bank. Applicants are advised to note down bank transaction Reference Number and Registration ID for any future communication with the University. After the fee submission, applicants will be redirected to the University website where option for printing admission form and fee receipt are given. Printout of the pay-in-slip of the transacted fee along with that of the filled application form must be retained by the applicant.
University reserves the right to vary the availability of seats in various disciplines depending upon the availability of the supervisors. The candidate is solely responsible for all the entries made by him/her in the online application form for MSU Ph.D. Admission 2025-26. If the candidate conceals or misrepresents any fact in the entries on the form, his/her candidature will automatically stand cancelled and he/she will be liable to be debarred from the present and future admissions in the University.
Entries made by the candidate in the Form will be considered final, and no subsequent request for change(s) or modification(s) in the same will be entertained.

Merit Criteria for candidates based on Academic Scores / JRF / NET / SLETUP / GATE / M.Phil. / Teaching Experience / Research Aptitude / Subject knowledge of candidate in Ph.D. Admission 2025-26.

Note: Total number of Marks including marks at Sl. No. 3, 4, 5, 6 and 7 shall not exceed nine (09). If the period of teaching experience is less than one year then the marks shall be reduced proportionally.

Preparation of Final Merit for Admission
  • This final merit will include 50% weightage of Academic and Others Ref. Annexure-I and 50% weightage for Research Aptitude and Subject Knowledge based interview/viva-voce.
  • The overall merit list will be prepared on the basis of marks obtained in Interview and weightage of prescribed criteria as Ref. Annexure-I. This list will be displayed on the University website as well as on the university research section notice board.
  • If the marks secured in prepared merit are same, in such cases first preference will be given to the candidate who secures higher percentage of marks in post-graduation examination.
  • If the marks secured in post-graduation examination are also same, in such cases first preference will be given to the candidate who secures higher percentage of marks in graduation examination.
  • If the marks secured in graduation are also same, in such cases first preference will be given to the candidate who secures higher percentage of marks in class 12 or equivalent examination.
  • If the marks obtained at class 12 or equivalent examination are also same, then in that case the older candidate will be given priority.
$ Valid Fellowship / Scholarship implies Junior / Senior Research Fellowship awarded by UGC/CSIR, New Delhi or equivalent to JRF category.
* Teaching experience implies the experience in teaching from Government/ Aided Colleges and universities by being employed as Permanent / Regular Teacher in that HEIs.
