Notice for Counseling of JEMAS PG 2024

The candidates who have qualified through JEMAS PG 2024 examination conducted by the West Bengal Joint Entrance Examination Board (WBJEEB) for the different Post Graduate Allied Health Sciences Courses under this University and want to participate in the counseling for the courses; for which the Information Bulletin of JEMAS PG 2024 was publicized; are requested to follow the following guidelines for the counseling process:

  • This will be an on-line counseling and the candidates will have to follow the steps of the counseling as they would be navigated through the counseling software. They will visit the official website of the University www.wbuhs.ac.in and click on the tab marked as "JEMAS 2024 Counseling" to enter the counseling process.
  • The candidates will register themselves on two steps by putting their roll number at JEMAS PG 2024 and the phone number submitted to the database of WBJEEB. The candidates will be required to upload the relevant documents like the personal I.D., Reservation certificates and NCL certificates (if applicable), certificate or mark sheets of the qualifying examination, the admit and rank card of JEMAS PG 2024, recent photograph, digital signature and any other documents as mentioned in the software.
  • After verification of the same by the officials of Backward Class Welfare department, as indicated hereunder in this notice, the candidates will be shown the seat matrix they are eligible to select a seat from. The candidates are to be extremely cautious in locking their choices and should always go through the seat matrix over and over again to finally lock the choices. This set of choices are binding on the candidate throughout the counseling and can never be changed afterwards.
  • There will be a provision of online payment of Rs. 3,000/- (Rs. Three thousand only) as registration fees for the counseling [Rs. 2,000/- (Rs. Two thousand only) for the SC/ST/PWD/OBC-A/OBC-B/EWS candidates]. The choices of courses/colleges locked by the candidates will be regarded as valid only if the payment of fees is successful. Such valid choices will be considered for future allotment of seats as per inter-se-merit.
  • The candidate will have to appear for the physical verification of the documents at the college and will have to get himself admitted if the verification is successful. Otherwise, the candidate will not be a part of the counseling process anymore.
  • The candidates can however, opt for the "Upgradation: Yes" option wherein the candidate will have to accept the upgraded seat in the subsequent rounds of counseling; even if the first allotment may suit the candidate by the time.
  • The College authorities will check for the eligibility of the candidate to appear for the JEMAS PG 2024 examination and verify their other relevant documents and admit the verified candidates through the link to be provided to them. This is essential for the college as well as for the candidate as the data will be put forward for University registration.
  • In case of seats remaining vacant in the different courses in various colleges, University may take up subsequent rounds of counseling, the notice for which will be published in due course of time.
It is pertinent for the candidates who had declared their status as UR/SC/ST/OBC-A/OBC-B/PWD while filling up form of JEMAS PG 2024 but has valid caste certificate (OBC CATEGORY A/ OBC CATEGORY B) issued in the State of West Bengal and valid NCL certificate issued on or after 01.04.2025 issued by appropriate authorities in favor of that caste status, can declare themselves as OBC CATEGORY A / OBC CATEGORY B in West Bengal. Reservation has to be based on the Notifications 917-BCW/MR-33/2025 dated 8th May, 2025, notification nos. 1056-BCW/MR-33/2025 (P. I) and 1057-BCW/MR-38/2025 dated 27th May, 2025, notification nos. 1106-BCW/MR-38/2025 and 1107-BCW/MR-38/2025 dated 3rd June, 2025 and notification no. 112/1Labrl/112(73)/Emp, dated -13th June, 2025.

If a candidate has SC/ST/OBC/EWS certificate is of other state, then he/she would be treated as Unreserved for the counseling and can participate for UR seats.

The candidate, who is domicile in the State of West Bengal, selects OBC CATEGORY A or OBC CATEGORY B during filling up of category in Online counseling process form in the dropdown button, then the candidate shall have to produce a valid certificate issued by authority in West Bengal only for verification by the competent officials of BCWD online. If the officials are not satisfied about the status of these candidates to continue with their category expressed at the time of application for JEMAS PG 2024; the candidates will be regarded as Unreserved candidates. Such candidates will be considered for the Unreserved seats during the counseling even if they have utilized the relaxed criteria of eligibility meant for OBC-A or OBC-B candidates to appear for JEMAS PG 2024 examination.

Any candidate who may wish to declare her/himself as OBC CATEGORY A or OBC CATEGORY B according to the extant list of those categories following the notifications stated hereinabove; but declared her/himself as Unreserved at the time of application for JEMAS PG 2024 examination; will continue to be regarded as "Unreserved" candidate for the counseling.

The OBC CATEGORY A or OBC CATEGORY B candidates if belong to creamy layer, will not be considered as reserved category candidates. They will be regarded as Unreserved Candidates. These candidates are required to produce the Non Creamy Layer (NCL) certificate issued by the competent authority only after 01.04.2025 and to the satisfaction of the officials of BCWD. Candidates who belong to Economically Weaker Section (EWS) of West Bengal (with or without PwD status) and are domicile to the State of West Bengal, shall be considered as reserved category candidate for West Bengal State Quota seats provided their EWS certificate is successfully verified. The EWS certificate must be issued by the appropriate authority on or after 01.04.2025 to be considered as valid document.

It is very much pertinent to mention here that Caste Certificates of the candidates will be verified by officers nominated by BCWD, Government of West Bengal. This will abide by the final order / Judgment passed by Hon’ble Supreme Court of India in Special Leave to Appeal (C) No(S) 17422/2025 dated 22.08.2025 (Arising out of impugned final judgment and order dated 17.06.2025 in CAN No. 1/2025 passed by the Hon’ble High Court at Kolkata).

Tentative dates of the steps of counseling:
  • Registration and Uploading of documents: 15/10/2025 - 31/10/2025
  • Online Caste verification: 29/10/2025 - 07/11/2025
  • Choice filling and payment of registration fees: 11/11/2025 - 14/11/2025
  • Allotment of seats: 19/11/2025
  • College-level verification of documents and admission: 20/11/2025 - 26/11/2025
It is to be kept in mind that the course of counseling will be bound by the directives issued from various legal institutions from time to time and may impact the process and outcome of the same including the final outcome of the SLP (C) No. 17751 – 17755 of 2024.
