Supreme Court to Hear Plea Against CBSE Three-Language Policy for Class 9 | News

A petition has been submitted before the Supreme Court questioning the implementation of the Central Board of Secondary Education’s revised language framework for Class 9 students. The policy is scheduled to be introduced from the 2026 academic session.

Senior advocate Mukul Rohatgi raised concerns regarding the timing of the policy, arguing that students preparing for Class 10 board examinations may face additional academic pressure due to the introduction of compulsory language requirements.

The Supreme Court has agreed to take up the matter for hearing next week after the issue was mentioned before the bench led by the Chief Justice of India.

Overview of the Revised Language Framework

The revised structure was announced through a CBSE circular released on May 15. According to the notification, the new system will come into effect from July 1, 2026, for students entering Class 9.

  • Students must study three languages in Class 9.
  • At least two of the languages must be Indian languages.
  • Foreign languages may only be selected if the remaining two are Indian languages.
  • Foreign languages can also be taken as an optional fourth subject.
  • The third language will be internally assessed instead of being included in board examinations.

Concerns Raised by Schools and Parents

The announcement has generated discussions among educators and parents regarding the practical implementation of the policy across schools.

Several concerns have been highlighted, including the availability of qualified teachers, adjustments to school schedules, and the ability of students to adapt to additional language subjects within a limited period.

  • Teacher availability for multiple languages
  • Changes required in academic timetables
  • Increased workload for students
  • Preparation challenges before board exams
  • Administrative difficulties for schools

The upcoming hearing is expected to focus on both the legal validity of the policy and the concerns surrounding its implementation.
