The Midnapore Institute of Education, a self financing B.Ed. When the Secretary an Director of Midnapore Law College Prof. Mukul Ranjan Ray visited him at his Bikash Bhavan Office to request him for coming to Midnapore Low College for inauguration of its new campus in November, 2003, he advised to get the Law College inaugurated by one eminent jurist and try to establish one BEd. College in Midnapore conforming to the norms of the National Council for Teacher Education. According to him West Bengal needed at least 40 NCTE approved B.Ed. Colleges at that time.Accordingly, the matter was discussed in a meeting of the Midnapore Education and Service Society and the Governing Body of the Society authorized Prof. Mukul Ranjan Ray to proceed on the matter.
The proposal for establishing one NCTE approved B.Ed. College, styled as "Midnapore Institute of Education" was sent to the Govt. of West Bengal on 22.10.2003. The State Govt entertained the proposal and caused an inspection to the Midnapore Institute of Education. The inspection was done on 20th January, 2004 by Dr. Pratip Kumar Chowdhury, Member Secretary, West Bengal State Council of Higher Education and Dr. Nirmalya Banerjee, Joint Secretary, West Bengal State Council of Higher Education.
A Govt. Order was issued bearing No 118-Edn (CS) dated 03.03.2004 addressed to the Registrar, Vidyasagar University to make an inspection and grant affiliation to Midnapore Institute of Education. But the University did nothing in the matter for six years.
Total six letters were issued to the University urging for inspection of the Midnapore Institute of Education and also for granting affiliation in pursuance of the Govt. Order No. 118-Edn (CS) dated 03.03.04.
The University preferred not be give any reply to those letters for reasons best known to the University authorities.
On 23.06.2006, the Management of Midnapore Institute of Education approached to the National Council for Teacher Education for granting recognition. The NCTE after making various quarries and collecting different papers and documents sent the Inspection Team on 22.05.2009.
